This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued.

Solicitation Number AG-5680-S-16-0010 is issued as a request for quotation (RFQ), incorporating provisions and clauses in effect through Federal Acquisition Circular 2005-87.

The applicable NAICS code for this effort is 334516 - Analytical Laboratory Instrument Manufacturing.

This effort is being competed as an unrestricted action.

This procurement is for the acquisition of one (1) Nuclear Magnetic Resonance Spectrometer (NMR) meeting the salient characteristics described in the attachment to this notice.

Pricing for the NMR shall include shipping, delivery, installation, licensing, software, documents and training as well as a one (1) year warranty, and two (2) year service agreement (to follow) as specified in the attachment.

Delivery shall occur within eight (8) months, and installation complete within 10 months of the funded contract award.  Delivery shall be coordinated with, and made to Forest Products Laboratory, 1 Gifford Pinchot Drive, Madison, WI 53726.

The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition and a statement regarding any addenda to the provision should be included.

The provision at 52.212-2, Evaluation-Commercial Items, applies to this acquisition. The following factors shall be used to evaluate offers: Technical acceptablility, past performance and price.

A completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, shall be included with any submitted offer.

The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition.

The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.

The provision at 52.232-18, Availability of Funds, applies to this acquisition as funds are not presently available for this solicitation and the resultant contract.
