Notice of Sole Source Award
This notice is not a request for competitive quotes. The Bureau of Reclamation has neither the personnel nor the equipment to successfully conduct all required noxious weed control services at Tiber Dam and Lake Elwell; which are located in northern Montana approximately 20 miles southwest of Chester in both Liberty County and Toole County. Reclamation is in the process of transitioning from acquiring these services under a Grant Agreement environment to acquiring these services under a Performance-Based Service Contract environment.
The Bureau of Reclamation, Great Plains Regional Office awarded a service purchase order to the Liberty County/Toole County Weed Coordinator for the 2012 Noxious and Nuisance Weed Control requirement. The need for a sole source requirement is temporary in order to avoid increasing the rate of introduction and spread of existing noxious weed communities during the 2012 weed season.
This procurement is being conducted pursuant to Part 12 and Part 13 of the Federal Acquisition Regulations. Since Reclamation believes that only one responsible source can fully provide the services that will satisfy the agency's requirements, a Justification for Other Than Full and Open Competition has been prepared and approved by the Great Plains Regional Office Chief of Contracting.
Once a performance-based requirement is compiled, the Government intends to solicit future services under competitive procedures. Vendors that have questions regarding the sole source nature of the current award or vendors that believe they can fully provide the required services are encouraged to identify themselves and give written notification to the Contract Specialist.

[email protected]. All responses should include the vendor's Duns and Bradstreet (DUNS) Number and Tax Identification Number (TIN). Vendors should additionally identify themselves as either a "small business" or an "other than small business" under North American Industry Classification System (NAICS) Code 561730. The applicable Small Business Size Standard is $7.0 million.
