NOTICE TO BIDDERS 2020 PAVEMENT MARKING AND RECESSED REFLECTIVE PAVEMENT MARKER PROGRAM (Work to commence after May 1, 2020) VILLAGE OF BLOOMINGDALE, ILLINOIS 1.TIME AND PLACE OF OPENING BIDS Sealed bid proposals for the improvements described herein will be received at the office of the Village Clerk, 201 South Bloomingdale Road, Bloomingdale, Illinois until 10:00 a.m., Wednesday, March 25, 2020. Bid proposals will be publicly opened and read aloud immediately thereafter in the office of the Village Clerk. 2.DESCRIPTION OF WORK The proposed improvement is officially known as "2020 Pavement Marking and Recessed Pavement Marker Program" performed at various locations in the Village, which consists of: A.Thermoplastic Pavement Markings-Lines (various widths) and Symbols B.Modified Urethane Lines (various widths) and Symbols C.Recessed Reflective Pavement Markers 3.INSTRUCTION TO BIDDERS Proposal forms may be obtained from the Village Clerk at 201 South Bloomingdale Road, Bloomingdale, Illinois, 60108. The Village of Bloomingdale is exempt from the Illinois State Municipal or County Retailers Occupation Tax, Service Occupation Tax, Use Tax, and Service Use Tax as described in Illinois Revised Statute Chapter 120. Bid prices shall not include the cost of such taxes. 4.PREVAILING WAGES Contracts for the construction of a "public work," within the meaning of the Illinois Prevailing Wage Act, 820 ILCS 130/.01 et seq. ("the Act") requires contractors and subcontractors to pay laborers, workers and mechanics performing services on public works projects no less than the current "prevailing rate of wages" (hourly cash wages plus amount for fringe benefits) in the county where the work is performed. All contractors and subcontractors rendering services under this contract must comply with all requirements of the Act, including but not limited to, all wage requirements, and notice and record keeping duties. 5.BID SECURITY All proposals must be accompanied by a bank cashier's check, bank draft, certified check or bidder's bond, made payable to the Treasurer of the Village of Bloomingdale, for not less than five percent (5%) of the Contract cost. The bid security shall be forfeited if the bidder fails, or refuses to enter into Contract after his proposal is accepted. 6.REJECTION OF BIDS The President and Board of Trustees reserve the right to reject any and all proposals and to waive any and all technicalities.
