Notice of Intent: DOL-OPS-14-N-00005 OWCP Medical Second Opinion Services

The Department of Labor (DOL) intends to contract using other than full and open competition to provide Medical Second Opinion and related services for the Office of Workers' Compensation Programs (OWCP) in accordance with FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). Accordingly, the DOL intends to sole source this requirement to QTC Management, Inc. 21700 Copley Drive Suite 200 Diamond Bar, CA 91765 for a period of one year from date of award. Specifically, these services are essential to OWCP's mission of procuring Medical Second Opinion (SECOP) and Medical Examinations, Schedule Awards, Supplemental Reports, Follow-up Reports, File Reviews and related services for affected claimants who reside within the area serviced by the OWCP Boston District Office. DOL will award a competitive contract for these services within the twelve month period of performance of this contract. Interested firms may identify their interest and capabilities to respond to the requirement under NAICS Code 62111- Offices of Physicians.

This notice is not a formal solicitation. This is not considered a Request for Quotation (RFQ). No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of information received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice. A determination by the Government not to compete the proposed contract on this notice is solely within the discretion of the Government.
