In accordance with Federal Acquisition Regulation 13.106-1(b)(1), the US Environmental Protection Agency intends to award a sole source fixed-priced Purchase Order. THIS IS NOT A SOLICITATION OR REQUEST FOR QUOTE (RFQ) DO NOT SUBMIT A QUOTE The US Environmental Protection Agency (EPA), Office of Research and Development (ORD), Center for Public Health & Environmental Assessment (CPHEA), Health and Environmental Effects Assessment Division (HEEAD) has a requirement for Greenhouse Trials at Washington, DC. EPA and USDA are partnering to launch the Joint EPA-USDA Partnership and Competition on EEFs to Advance Agricultural Sustainability in the United States. The International Fertilizer Development Center (IFDC) is a non-profit research institution, and the world leader in research and development for fertilizer technologies. The IFDC used to be a US Government entity under the Tennessee Valley Authority, but since the 1980s has been an independent non-profit research institution focused on the development of fertilizers for use around the world. Some estimate that nearly 70% of the fertilizers in use globally owe their technology either directly or indirectly to scientific advances at the IFDC. There are only a limited number of technical experts in the fundamental processes involved in fertilizer manufacture, use, and performance in the environment, able to assess both the environmental and agronomic performance of these materials. IFDC already develops and tests fertilizers for countries around the world, and as such there are economies of scale that IFDC has developed for cost-effective processing of many samples in a relatively short period of time with high data quality. Dr. Singh is the current Director of the IFDC, and he is familiar with the goals and architecture of the EPA-USDA Partnership, thus there are additional efficiencies gained in working with the IFDC due to their familiarity with the effort. Finally, the IFDC is also a trusted third-party in this domain, and thus in addition to being technical experts in this area, they are an ideal arbiter for testing various technologies from companies and labs around the world. Any interested party that believes it is capable of meeting this requirement described herein may identify themselves and must provide evidence of their capability to fulfill this requirement being requested by 1330 PM C.T. on November 5, 2020. Responses must be submitted in writing to [email protected] no later than the time and date noted above. Telephone responses and requests will not be accepted. A determination by the Government not to compete this requirement based on responses to this notice is solely within discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct competitive procurement.
