The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, hybrid modification (firm-fixed-price and Time and Material) to existing contract DJF-15-1200-K-0005103.

The Federal Bureau of Investigation (FBI) is the primary law enforcement (LE) and investigative arm of the United States (US) Department of Justice (DOJ). Its Security Division (SecD) has a requirement to provide the migration from the current P2000 Access Control System software to a Software House CCURE Access Control System to the Federal Bureau of Investigation (FBI) Security Division (SecD). In addition, the contractor shall provide any required training for security operators of the access system within the FBI Headquarters.

The FBI has prepared a Sole Source justification on a basis of other than full and open competition for this effort. The FBI intends to negotiate with only one source under the authority of 6.302-1 -Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Various critical FBI access control systems use VERSAR Security Systems proprietary software and hardware for which VERSAR Security Systems has the requisite knowledge and experience to repair and maintain. Replacing those critical systems with new systems of unknown reliability, quality, and endurance would be cost prohibitive in the current fiscal environment and represent the possibility of additional security and procurement risks that the FBI does not consider reasonable or acceptable at this time.

This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code for this requirement is 334512, Automatic Environmental Control Manufacturing for Residential, Commercial, and Appliance use. Size standard is 500 employees.

Emailed responses will only be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government.

Vendors must be registered in SAM, effective August 14, 2019 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is "active," updated, and accurate by the response time of this posting, or your quotation will not be included in the competitive range. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
