It is the intent of the Naval Medical Logistics Command (NMLC) to issue a sole source contract to Dr. Terence Kearney for Chiropractor services at the Walter Reed National Military Medical Center (WRNMMC) at Bethesda, MD for a period of performance of 04 January 2015 through 03 July 2015.

The basis for the sole source determination is based upon the fact that Dr. Kearney is one of the only individuals who has already been vetted through security, has been credentialed and is available to provide services beginning 04 January 2015.

This acquisition is conducted under the authority of 10 U.S.C. 3304(c)(1) as set forth under FAR Part 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.

The North American Classification System (NAICS) code applicable to this requirement is 622110 - General Medical and Surgical Hospitals.

This Pre-Solicitation/Notice of Intent is not a request for competitive proposals. This announcement constitutes the only notice; proposals are not being requested and a written solicitation will not be issued.

The determination by the Government to award a contract on a sole source noncompetitive basis for the continuation of Chiropractor services at WRNMMC at Bethesda is solely within the discretion of the Government. Any information received as a result of this Pre-Solicitation/Notice of Intent will be considered solely for the purpose of determining whether to conduct any future competitive procurement.
