The National Geospatial-Intelligence Agency (NGA) intends to award a sole source purchase order to Blackboard Inc., 1111 19th ST, NW, 9th Floor, Washington DC 20036-3603, for the purchase of Blackboard Learn Software as a Service (SaaS) under the authority of Federal Acquisition Regulation (FAR) 8.405-6(a)(1)(i)(B). The purpose of this award is to purchase a Learning Management System (LMS) available on the worldwide web, hosted in Amazon Web Services Government Cloud (AWS GOV Cloud). 

Blackboard, Inc. is the sole provider of the Learning Management System (LMS) and no competition is being sought.

This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2, Synopses of Proposed Contract Actions. A solicitation will not be posted. However, any entity that believes it can meet this requirement may give written notification no later than 1:00 pm EDT on Monday, September 27, 2021. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.

The Government will issue a Justification and Approval (J&A) to support the need for a sole source award.  The J&A will be posted to GPE website http://www.beta.SAM.gov 14 days after award of the modification.
