The Naval Medical Logistics Command intends to establish, on a sole source basis, a research and development contract with One Lambda, Incorporated, 21001 Canoga Park, California 91303-2801, as the only source that can meet the five major subparts:
(1) Technical development of this system to expand the multiplex capabilities for high throughput HLA typing, with provision of second generation bead assays for NMRC evaluation;
(2) Continued improvement in algorithm and software development for simultaneous analysis of many Sequence-Specific Oligonucleotide (SSO) reactions per sample to include additional loci and additional exons and incorporation of additional Deoxyribonucleic Acid (DNA) sequencing software and data analysis;
(3) Continued incorporation of DNA sequencing with use of SSO bead system for simultaneous testing of all exons for HLA class 1 genes (HLA-A, B and -C) and for HLA class II (HLA-DR, -DQ, and -DP);
(4) Development of manufacture of new SSO typing kits to support NMRC donor recruitment for HLA A, B, C, and DRB1, DQB1 and DP alleles to detect and discriminate between alleles found in the DoD BM donor pool, even if they are rare in the general population, and;
(5) DNA analysis of the 3.6MB genetic haplotype from HLA-A to HLA-DP with identification of sequences required for developing new probes.

In addition, One Lambda was identified as the only company that could further refine the solid-phase HLA test system and reagents, provide these for approval by the Navy and for HLA typing of volunteer donors for donor registration; and use high capacity high resolution system will use the solid phase bead system and be paired with DNA sequencing capable to simultaneously analyzing multiple HLA loci (HLA-A, HLA-B, HLA-C, HLA-DRB, HLA-DQB1 and HLA-DPAB.

The intended procurement will be classified under North American Industry Classification System (NAICS) 541712 with a Small Business Size Standard of 500 employees. There is no set aside for this procurement. This notice of intent is not a request for competitive proposals. However, parties interested in responding to this notice will need to submit technical data sufficient to determine capability in providing the same product. All capability statements received by the closing date will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
