The U.S. Department of Transportation, Research and Innovation Technology Administration, John A. Volpe National Transportation Systems Center (Volpe Center) intends to negotiate on a sole source basis with Lockheed Martin Coherent Technologies (LMCT), Inc. of Louisville, Colorado in accordance with the Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other type of supplies or services will satisfy agency requirements. The Government intends to solicit and negotiate with only one source under statutory 41 U.S.C.253(c)(1), as implemented by FAR 6.302-1. The Government intends to procure through a firm-fixed-price contract, three (3) maintenance agreements that includes both preventive and corrective maintenance services for an estimated period of performance of 12 months for government-owned WindTracer® pulsed light and detection range (LIDAR) systems. The maintenance will include repair/replacement of LIDAR components, software updates, periodic on-site LIDAR maintenance, remote technical support and on-site technical support including emergency service. LMCT manufacturers the pulsed LIDAR system and possesses the unique hardware and proprietary wake vortex processing software combination capable of meeting the wake turbulence measurement needs of the Government.
