Notice of Intent to Sole Source - Quo Data The Food and Drug Administration intends to award a Sole Source firm-fixed price contract to Quo Data, Kaitzer Str. 135 Dresden, SA 01187 in accordance with FAR part 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The purpose of this acquisition is to procure technical service to incorporate ISO standards and methods to FDA's proficiency testing program. Quo Data developed ProLab Plus software package that was designed for assessing proficiency testing performance of laboratories and collaborative studies for the validation of analytical methods. In addition, Quo Data also offers technical services for Proficiency Testing and Inter-Laboratory evaluation programs. ProLab software license was purchased late last year for the Center for Food Safety and Applied Nutrition's (CFSAN) Proficiency Testing Team (LPET) and technical expertise is needed to assist in designing, implementation and interpretation of the food safety and regulatory PT programs to meet ISO 17043 accreditation requirements in conjunction with the software. No other vendor will have access to the software to deliver these capabilities and the work cannot be done without access to the software. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Capability statements must be received by the response date and time of this notice. Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. It is anticipated that an award will be issued to Quo Data, within approximately fifteen (15) days after the date of this notice unless the Government determines that any other organization has the capacity to meet this requirement.
