The US Department of Labor, Employment and Training Administration intend to award a sole source contract to Horizons Youth Services, 3586 Horizons Way, Harrisonburg, VA 22802.  The statutory authority permitting the acquisition of this requirement by other than full and open competition is 41 USC 254©(1), as implemented by FAR 6.302-1, Only one responsible Source and no other supplies or services will satisfy the agency requirement.    

Job Corps is a national training program that provides comprehensive academic, residential and career technical and training services to approximately 60,000 disadvantage youth each year at 125 Job Corps centers nationwide.

The requirement is for the operation of the Carl D. Perkins Job Corps Center located in Prestonsburg, KY.  The anticipated period of performance is a one year base period; with two option periods.  The option consists of 2 six-month option periods.   The requirement includes the provision of academic, vocational, social skills, and career development training and related support services for an estimated 235 students (181 residential and 54 non-residential).  The contractor shall operate residential quarters (housing) and services to all students as applicable.
