The Department of the Army, Healthcare Acquisition Activity- North intends to negotiate a Sole Source commercial item procurement with ERBE, USA Inc. for procurement of VIO 300D Electrosurgical Unit with APC2 Argon Plasma Coagulator. This proposed procurement is for supplies for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement no later than November 30, 2012, 4:00p.m. EST. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Contracting Officer. The following verbiage is directly from the Justification and Approval for sole source and is posted in accordance with FAR 5.102(a)(6). This is a Sole Source Justification for a VIO 300D Electrosurgical Unit with APC2 Argon Plasma Coagulator for the 10th Medical Group, United States Air Force Academy, Colorado. ERBE USA Incorporated is the only company that offers a cautery with Argon that will fit in the spaces designated for Gastroenterology procedures. Using Argon to remove large polyps is the highest standard of care. If a unit without Argon is purchased the chances of leaving cells that could potentially be cancerous is more probable. The patient may be required to repeat their procedure sooner to verify that all of the polyp or abnormal cells were removed. This may cause undue harm to the patient along with an increase in hospital fees due to repeat procedures.
