This notice of intent is not a request for quotes, but rather a justification for other than full and open competition. It is at the Government’s discretion to consider responses to this notice.

Only one responsible source and no other supplies or services will satisfy agency requirements. Naval Medical Center Camp Lejeune intends to award a sole source award to Abbott Rapid Diagnostics Informatics, Inc to furnish: Abbott RALS Web-3; this software is the only program that has the appopriate documentation for authorized connection to the Military Health System (MHS) network and is authorized to be connected to the new Environmental Health Safety MHS Genesis .  The period of performance for this effort will be a 12-month base period with 4 options.  This purchase will be made utilizing Simplified Acquisition Procedures in accordance with: Federal Regulation (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000. Interested parties may identify their interests and capabilities by responding to this requirement by the due date listed on this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed award upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
