The 55th Contracting Squadron, Offutt AFB, NE plans to award a sole source contract to University of Nebraska (UN), a DoD-chartered University Affiliated Research Center (UARC) for continued engineering, research, and development tasks in support of United States Strategic Command (USSTRATCOM) and associated DoD agencies supporting the USSTRATCOM mission areas. UN will support USSTRATCOM's mission of providing the nation with global deterrence capabilities and synchronized DoD effects to combat adversary weapons of mass destruction worldwide. As a neutral third party, UN additionally furthers USSTRATCOM's role to enable decisive global kinetic and non-kinetic combat effects through the application and advocacy of integrated intelligence, surveillance and reconnaissance (ISR); space and global strike operations; information operations; integrated missile defense and robust command and control. Under this contract UN will provide services in critical challenge areas with specific taskings in nuclear detection and forensics; detection of chemical and biological weapons; passive defense against weapons of mass destruction, consequence management, and space, cyber, and telecom law. This effort will be a Cost-Plus-Fixed-Fee (CPFF), Indefinite Delivery-Indefinite Quantity (IDIQ) contract with a five-year ordering period, and an estimated ceiling of $84,000,000. Award will be pursuant to 10 U.S.C. 2304(c)(3)(B) to maintain essential engineering, research, or development capability to be provided by an educational institution.
