In support of the National Long Term Agroecosystem Research (LTAR), https://ltar.nal.usda.gov, USDA ARS, Northwest Watershed Research Center (NWRC) needs to replace 40 of its Vaisala temperature probes (HMP155A) complete with radiation shields (RAD14). Currently, Campbell Sci is the only responsive source that has the required relative humidity air temperature sensors with the required shield. To ensure the continuity & consistency of NWRC's ongoing valuable research data of 20+ years, Campbell Sci has customized their factory cabling so that it will fit perfectly in NWRC's current infrastructure without any modifications.
Also, this purchase supports NWRC'S mission critical Snow Modeling Program in partnership with USDA National Resources Conservation Service (NRCS). NWRC is responsible for setting-up two SnoTel sites. SnoTel is an automated system of snowpack and related climate sensors; and the SnoTel sites will require a lot of electronic equipment in order to collect precipitation, temperature, and wind data that must match & be compatible with NWRC's and NRCS' current infrastructure to ensure the consistency in their measurements results. Therefore, it is highly critical to obtain the same manufactured equipment to limit scientific variability and ensure scientific integrity.
While some items above are not manufactured by Campbell Sci, they are the sole company that provides all of the components needed together, to work in conjunction with the equipment they manufacture. Campbell Sci purchases this and re-cables and reprograms to work with their equipment. If purchased separately it would not work in conjunction with NWRC's and NRCS' current systems/infrastructures. Therefore, using the same types of sensors, equipment & associated components, not only insures data compatibility, but also maintain continuity in their research results.
Pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
The award date will be on or about August 9, 2017; and this Notice of Intent is not considered as a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. However, a determination, by the Government, to compete this proposed PO based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 09:30 AM PST, August 9, 2017. Information received will be considered solely for determining whether to conduct a competitive procurement.
