For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand name, or industrial mobilization.
Reason for Authority Cited: Only One Responsible Source and No Other Type of Supplies or Services Will Satisfy Agency Requirements.
The weave and dye requirements for the manufacture of period-correct Colonial uniforms is unique and demanding. Vendors capable of the weave are unable to provide volume. Marlow White, the vendor who made TOG’s previous Colonial uniforms, recommended Lingcroft Associates as the only known and dependable vendor for TOG’s specific needs. Lingcroft provided the specifications from TOG’s previous order as well as the minimum dye lots, the amount of fabric in a dye batch to create the most consistent color.

The fabric provided by this manufacture maintains the consistency of appearance with current uniforms worn by The Old Guard. Specific dyes and blends of dyes are proprietary to this manufacturer.
The U.S. Army intends to issue a Sole Source award. Any vendors may submit a capability statement and or samples to the following POC for review.
