In accordance with FAR 6.302-1 (a)(2), Department of State, American Embassy, NAS (Mexico City, Mexico) intents to award a sole source firm-fixed price contract for the acquisition of 6 months of Preventive & Corrective Maintenance Service to thirty four X-Ray Units (Model XIS-100XD) that were acquired to Astrophysics, Inc. under contract number SWHARC09-F0003.

Service includes:

a) Review and evaluation of the electric power supply system
• Outlet power (contact), external electronic regulator (UPS), power cable and switches. Includes measurement of voltages and currents, upgrading line.
b) Exterior review.
• Curtains vinyl/lead, plastic band of the drive system, tunnel inspection, indicators, switches sources of emergency, doors, rollers and covers
c) Review and adjustment of monitors
d) Review and cleaning command control console.
e) Review of wires, beams and switch mat (in case of).
f) Review and evaluation of the electronic boards in the computer control system.
g) Review, evaluation and adjustment of the DC supply voltage power levels (where necessary).
h) Revision and adjustment of the X-ray generation system, generator and controller board (where necessary).
i) Setting the X-Ray system, depending on the definition of image and penetration of objects to check, using calibration according to the existing rules.
j) Checking and cleaning the connectors, buses of communication, power, control and signal of each electronic board that makes up the different sets of the equipment.
k) Review and cleaning servomechanisms of the mechanical/electrical system.
l) Alignment of photo sensors.
m) Review diodes tape.
n) General diagnostic tests software and operation by the unit itself, in combination with maintenance personnel.
• Turning on test.
• Auto test system for verification of all and each system that integrates the computer; X Ray source/generator; movement of conveyor; control system; formation and generation of image processing; servomechanisms; power; communication and signaling.
• Review history of error messages
• Measurement and adjustment of the functional generation X-Ray system parameters (KV´S and Amps).
• Test of gain and fix setting of diodes, sensors of high and low energy in the scanning system.
• Verification and fine adjustment of the image composition based on the generation of X-Rays.
• Test communication system and data transfer
• Testing signaling indicators.
• Test conveyor belt system

All the work will be performed in 24 different locations in Mexico.

This notice of intent is NOT a request for competitive quotations. However, interested parties may submit their capabilities and qualifications for future procurements in writing to the identified point of contact not later than December 20, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not companies are qualified for future similar procurements. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely with the discretion of the Government. Oral communications are not acceptable in response to this notice. No RFQ will be issued based upon this Notice of Intent.
