The FBI requires Two (2) Tecan Fluent 780 Liquid Handling Automation instruments to support its laboratory work two work locations. These units will replace current Tecan EVO instrument units that support critical day to day operations at both laboratory locations. These Tecan EVO units have now become obsolete, and is therefore no longer replacing or servicing these units. In addition, these FBI laboratory locations are currently configured and approved to only use Tecan units.
Based on Market Research, it has been determined that Tecan U.S., Inc. is the sole manufacturer of the Tecan Fluent 780 Liquid Handling Automation system. Although, a reseller exists in the market place for the Tecan product. Market research has determined that the reseller pricing is significantly higher than the manufacturer pricing for the same product and configuration. Therefore, the best value to the agency rests with procuring these units directly from the manufacturer of Tecan.

The FBI intends to negotiate with only one source under the authority of FAR 6.302-1.
