Synopsis- Notice of Intent to Sole Source
The Baltimore District of the U. S. Army Corps of Engineers, 2 Hopkins Plaza, Third Floor, Baltimore MD 21201, is issuing a notice of intent to sole source an award to R.S. Means Company, LLC, 1099 Hingham Street, Suite 201, Rockland, MA 02370-3319 for the purchase of 50 Costworks licenses.
The Government intends to negotiate solely with R. S. Means Company, LLC per FAR 13.106-1(b)(1), the contracting officer may solicit from one source if the determination is made that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization). This acquisition is for the purchase of 50 Costworks licenses. This software will provide those District Divisions that chose to participate in this consolidated purchase with the ability to: (1) Provide timely Cost Estimates feedback from project stakeholders which is critical for avoiding costly changes during construction; (2) provides a wide variety of data that allows the user to quickly and easily generate an accurate cost analysis of a new project or renovation; and (3) Allow the reviewer to perform faster, more accurate and more thorough estimate reviews. The aforementioned software will be solicited to only one source: R.S. Means Company, LLC.
The NAICS code for this acquisition is 511210, with a small business size standard of $41,500,000. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is NOT a request for competitive quotations. However, responses may be submitted to [email protected] and responses received no later than 24 July 2020 at 2:00 PM shall be considered by the Agency.
