THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD TO WEST PUBLISHING CORPORATION.

The U.S. Coast Guard, Office of Contract Operations, CG-9122 intends to award on a sole source basis to West Publishing Corporation, doing business as West, A Thomson Reuters Business 610 Opperman Drive, Eagan, MN, 55123 for law library maintenance agreement services. The Government anticipates a single award for the following:

This requirement is to provide commercially available print materials as they are updated from West Publishing that provide up-to-date legal information for the USCG Law Library. West Publishing is the sole publisher and supplier of West's specific legal publications covering virtually every jurisdiction and practice area of law, such as regulations, administrative law, and court decisions. Due to West's exclusive distribution rights and copyright protection, no other sources of current West products and the subscription service exist.

This is not a request for competitive proposals and no solicitation is available. However, all responsible sources may submit a capability statement, proposal, or quotation which will be considered by the Government. The response must be in writing with clear and convincing evidence to support respondent's ability to provide timely and effective services within three (3) calendar days of this publication. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government.
