NOTICE OF INTENT TO SOLE SOURCE

ULS Modernization Support

THIS IS NOT A REQUEST FOR PROPOSAL, AN INVITATION FOR BIDS, OR A REQUEST FOR QUOTATIONS. FURTHER, IT DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO PAY FOR COSTS INCURRED IN PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT.

This notice of intent to sole source is hereby issued and posted in accordance with FAR 5.201. The Federal Communications Commission (FCC) intends to award a sole source, firm fixed price contract, for ULS Modernization Support, to NCI Information Systems, Inc. under the authority of FAR 16.505(b)(2)(C)–  “The order must be issued on a sole-source basis In the interest of economy and efficiency because it is a logical follow on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.”.

The FCC intends to negotiate with the current contractor, NCI Information Systems, Inc. This contract is with GSA Alliant II GWAC (Government-Wide Acquisition Contract) under its contract with NCI Information Systems, Inc. contract number 47QTCK18D0055. The order is a firm fixed priced order with twelve (12) month base period and one (1) optional twelve (12) month option year.  This action is a logical follow-on to order 273FCC20F0002 which was competitively awarded to NCI Information Systems, Inc. on 10/24/2019. The purpose of this requirement is in support of the Office of the Managing Director (OMD) Information Technology Center (ITC). The FCC’s OMD-ITC requires continued support to the FCC’s ULS Modernization team program. This logical follow-on is necessary to provide continuity of service for FCC mission critical operations and is necessary to continue to support the ULS Modernization team; including program management; market-based licensing implementation; and requirements discovery, architecture design, and implementation planning for site-based and personal radio services.
