The First Responder Network Authority (FirstNet) Chief Procurement Office intends to negotiate with Aeroflex Wichita, Inc., located in Wichita, KS, on a sole source basis under the authority of FAR Subpart 13.501(a) Sole source (including brand name) acquisitions, for 1 RAN Load Tester.

The unique technical specifications for the item are:

• Must produce data files in the proprietary Cobham binary TM500 data format to seamlessly integrate with the data from the Cobham RAN Load Tester the NPSBN Partner AT&T owns.
• Must produce and run test scripts in the proprietary Cobham binary TM500 data format to seamlessly integrate with test scripts from the Cobham RAN Load Tester the NPSBN Partner AT&T owns.
• Must be capable of generating all traffic types in the uplink and downlink directions either simultaneously in both directions or one direction at a time
• Must be able to test quality of service (QOS), Priority and Preemption features of LTE. This includes the ability to request bearers with specific QCI parameters and to accept network assigned bearers with specific QCI parameters. Supports QCI 1-9
• Simulated UEs must be able to simultaneously use multiple APNs and bearers
• Must support RF fading as a simulated UE moves within and between two cells. The support of 3GPP fading models EPA5, EVA5, EVA70, ETU70, and ETU300 by the RAN load tester
• Must support two carrier aggregation
• Must support 4x4 MIMO bi-directional
• Must support 3GPP releases 12 & 13
• Must provide 1000 calls per sector
• Must provide 2000 calls per eNodeB
• Must be able to test 4x4 MIMO two eNodeB cells simultaneously, including handover between two cells on the same LTE band or different LTE bands
• Must generate ping, UDP, TCP, FTP, HTTP Traffic on the UE to simulate various applications
• Must support VoLTE and SMS traffic
• Must support IPv4, IPv6 and IPv4/IPv6 dual stack addressing
• This system must have the capability for future growth and support 5G concepts

The NAICS Code is 334515, Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals. FirstNet anticipates negotiating and awarding a firm-fixed-price purchase order to Aeroflex Wichita, Inc. for this requirement.
Interested parties who can demonstrate they could satisfy the requirements listed above for FirstNet must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
If competitive procedures are not used it is estimated that an award will be issued by 9/24/2017. Any questions regarding this notice must be submitted in writing via email to [email protected]. All responses to this notice of intent must be submitted so that they are received at [email protected] no later than 5:00 pm MST Tuesday, September 5, 2017.
