The Defense Health Agency intends to negotiate on a sole source basis (IAW FAR 13.501(a)), Only One Responsible Source. The proposed source is National Jewish Health Advanced Diagnostic Laboratories.

Occupational Safety and Health Administration (OSHA) mandates the medical surveillance of workers exposed to Beryllium.  As part of the medical surveillance, Naval Health Clinic Hawaii (NHCH) Occupational Health Department is requesting for the testing of BeLPT for at-risk employees.

BeLPT is the testing of blood samples to determine beryllium sensitivity by measuring lymphocyte proliferation. Offeror will perform the beryllium lymphocyte proliferation test (BeLPT) on blood samples submitted by Client for an estimated 3-year service contract and an estimated 300 patients/annually.

Services/Deliverables

  • Offeror will accept blood samples Monday through Saturday.
  • Offeror may reject a specimen under the following conditions:

• leakage or breakage

• unclear labeling

• insufficient information about the specimen, no signature/name on the requisition, incomplete billing or reporting information.

Upon completion of the blood test, Offeror will provide Client with a written result for each patient, consisting of tabulation and interpretation of test data. Test results will be sent via fax to the Client’s Medical Record Department within 14 days of the date the blood was received. Clients will call with the anticipated number of samples and date of shipment. Tests can be scheduled up to 30 days in advance of shipping. Client may also use the on-line scheduling calendar to schedule tests.

Client will draw 30 ml of blood into sterile, green-top heparinized vacutainers. Tubes will be labeled as “LPT-Beryllium” with the following information:

• Patient name

• Date of blood draw

Client will submit a requisition with the name of the patient, date of birth, sex, and blood collection date and time for each sample.

Client will ship the specimens via priority overnight courier to reach Offeror within 24-30 hours after the blood draw. Client will be responsible for payment of the overnight courier expenses.

There are not set-aside restrictions for this requirement.  The intended procurement will be classified under North America Industry Classification System (NAICS) 621511.  This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement.  However, parties interested in responding to this notice will need to submit technical data sufficient to determine capability in providing the same product.  All capability statements received by the closing date of this synopsis will be considered by the Government.  A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.  Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
