This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Cytiva – Global Life Sciences Solutions USA, LLC for the Wave/Xuri WIN 10 Upgrade Service.

The Vaccine Production Program (VPP) is the development arm of the Vaccine Research Center. The mission of the VRC is to create and develop potentially lifesaving vaccines for COVID-19, HIV, Ebola, Zika, and other known pathogens and get these potentially lifesaving products into the clinic. The VPP Upstream Cell Culture development team need this software in order to match what the VPP currently has already developed for previous upstream cell culture development process. If alternates are substituted this will cause more than a 6–9-month delay in project development and effect the VCMP timeline. If the VCMP timeline is altered, then the VRC’ clinical group will also be effected/delayed 6-9 months. The VPP requires the use of the Wave/Xuri WIN 10 for ongoing COVID research.

The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2081946 to Maliaka Pinkney at [email protected], by 12:00 pm eastern standard time July 18, 2021. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
