The Inorganic Measurement Science Group (IMSG), in the Chemical Sciences Division at NIST, relies heavily on ICP instrumentation in order to validate methodologies as well as certify reference materials for use in the marketplace. Therefore, it is essential that the instruments are well maintained so as not to delay progress or risk introducing measurement error.
Original Equipment Manufacturer (OEM) parts are required for any repairs. Market research revealed that Spectro Analytical Instruments Inc. is the only manufacturer of replacement parts and software updates for the ARCOS ICP and sole supplier of OEM certified technicians that can maintain and repair the ICP. This conclusion is supported by a letter from the vendor attesting to this fact.
As such, Spectro Analytical Instruments Inc. is determined to be the only source reasonably available to this requirement.
The resulting purchase order will be a Firm Fixed Price purchase order consisting of a one-year base period and four one-year option periods. The NAICS Code is 811219 with a size standard of $20.5M in annual receipts.
No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 9:00 am ET on 6/26/2017, will be considered by the Government.
A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
