The Department of the Navy, Space and Naval Warfare System Center - Pacific (SSC Pacific) intends to increase the ceiling on the Command and Control (C2)
Technologies and Capabilities Multiple Award Contract (MAC) N66001-09-R-0014.
The C2 MAC is a five-year performance based service contract with a Cost Plus
Fixed Fee (CPFF) pricing structure. Following a 100% small business set-aside
competition, the resulting basic contracts were awarded on 21 January 2010 to
five prime contractors (Forward Slope, Inc N66001-10-D-0014; G2 Software
Systems, Inc. N66001-10-D-0015; Techflow, Inc, - N66001-10-D-0016; ISPA
Technology, Inc. N66001-10-D-0017; and Pacific Science and Engineering Group,
Inc. N66001-10-D-0018) as an Indefinite Delivery, Indefinite Quantity (IDIQ)
contracts. The C2 MAC provides supplies/services support for research, systems
engineering, architecture and design, advanced interfaces and information
access; software, services, and capability development and integration, test,
experimentation, implementation and project support through the issuance of
individual task orders for SSC Pacific. It provides crucial research and
support services to a number of projects and programs within the MAC,
including; Resilient Command and Control (RC2), Future Immersive Training
Environment (FITE) Joint Capability Technology Demonstration (JTCD), Mission
Planning Knowledge Management System (MP-KMS); Mission Assurance, Threat Alert,
Disaster Response and Resiliency (MATADRR); Data Movement Services (DMS) for
the Command and Control Rapid Prototype Continuum (C2RPC), Mobile Modular
Command and Control at the Company (M2C3), Rapid Response Integration (R2I)
Core Team Battle Rhythm, and Command and Control Space Situational Awareness
(C2 SSA) Community of Interest (COI) Composeable FORCEnet (CFn) Data
Engineering Working Group, Anti-Terrorist/Force Protection Alerts &
Notifications, and Large Displacement Unmanned Undersea Vehicle (LDUUV)
Innovative Naval Prototype Mission Planning and Vehicle Simulation Software
Development.
When awarded, the C2 MAC had a total estimated value of $26,234,926. To date, a
CPFF total of $26,141,670.80 of orders has been issued. A follow-on Multiple
Award Contract (MAC) to the current C2 MAC, N66001-09-R-0014, is in progress
and is being anticipated to be awarded in 1st quarter FY14. SSC Pacific
intends to issue a modification to the current C2 MAC to increase the ceiling
by $1,500,000.00 to meet existing and immediate needs to support C2 technology
projects and programs. This notice of intent is not a request for proposals
