This notice of intent is not a request for proposals or quotations. The authority for negotiating a sole source basis is made under 41 U.S.C. 253 (c) (1) and FAR 13.106-1 which permits soliciting from a single source, if the contracting officer determines that the circumstances of the contract action deem only one source is reasonably available. Any challenges to this sole source requirement must be received by September 27, 2017 NO later than 08:00AM, Washington D.C. local time, in writing, and sent to [email protected] and [email protected] in order to be considered by the Government for the purpose of determining whether or not to compete the requirement.

The objective of this requirement is to procure a Senior Analyst capable of continuing customization system development, system maintenance, and serve as IT support of the Federal Communications Commission's Office of Inspector General (OIG), Case Management System (OIGCMS v3.4). OIGCMS v.3.4 is a management tool used for maintaining, tracking, and the reporting of OIG investigative matters. Once the system has been deployed, the Senior Analyst will be responsible for updating the current help Manual and provide training to OIG staff on the updates.

Challenges must include information sufficient to enable the Government's needs as stated herein. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government.

The FCC has already identified that there are no other capable sources, and the FCC will issue a Firm-Fixed Price Purchase Order to Clarks Consulting, LLC, 15758 Dorneywood Drive, Leesburg, VA 20176.
