This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT.  The Army Contracting Command Aberdeen Proving Ground, Tenant Contracting Division, 6565 Surveillance Loop, Aberdeen Proving Ground MD 21005 has a requirement to procure Roma Plastilina No.1 Green/Grey clay (Ballistic Testing Backing Material) for the Aberdeen Test Center, located at Aberdeen Proving Ground, Maryland.

CLIN 0001:

 Contractor shall deliver a quantity of one hundred and twenty (120) cases per quarter (three months) for twelve (12) months, for a total of 480 cases for one year of Roma Plastilina #1 Green/Grey clay, Manufactured solely by Chavant (A Smooth-On company) (Manufacture item #550A).  The cases shall be delivered on or before the fifteenth (15th) day of designated month as outlined in the SOW attached.

The Government intends to award a firm-fixed priced sole source purchase order to Smooth-On, Inc, 5600 Lower Macungie Rd, Macungie, PA 18062-9030.  Manufacturer, Chavant, (A Smooth-On company) will provide to Aberdeen Test Center this clay.  The associated North America Industry Classification System (NAICS) Code is 339940 and the Business Size Standard is 750.

All responses received within 7 days after date of publication of this notice will be considered by the Government.  A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.  Interested persons may identify their interest and capability to respond to the requirement no later than 1:00 PM EST, 31 October 2022.  Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
