This is a notice of intent to award a sole source contract to the Washington Metropolitan Area Transit Authority (WMATA), for the SmartBenefits/Metrochek Transit Program. The objective of these services is to provide a monthly benefit through SmartBenefits/Vouchers to approximately 300 employees, interns, and full-time PSCs for use on public transportation systems in their daily commute.

The resultant contract will be awarded in accordance with requirements of the Federal Employees Clean Air Incentives Act P.L. 102-486, and sole source authority of FAR 13.501 (a)(1), Special documentation requirements because WMATA is the only viable source that provides region-wide transit benefits services to employees.

The proposed contract action is for WMATA SmartBenefits and the Government intends to solicit and negotiate with only one source. The term of the contract will be for a five year period. It is imperative that the contractor provide services no later than September 1, 2009.

This notice of intent is NOT a Request for Proposal (RFP) for competitive quotes. Interested contractors may submit a narrative with their capabilities and qualifications to perform the effort via E-mail to Frederick T. Little, Senior Contract Specialist, [email protected] no later than 2:00 PM EST on August 6, 2009. Capabilities / qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government.
