Notice of Intent to Award a Sole Source Contract - Bird Avoidance Model/ Avian Hazard Advisory System (BAM/AHAS) Support for the Air Force Safety Center
AMENDMENT 1 of Notice of Intent was to correct administrative error of anticipated contract award year from 2020 to 2021.

377 MSG/PKA, Kirtland Air Force Base, New Mexico, intends to issue a contract to DeTect, Inc. The objectives of this effort are to enhance the current United States Air Force (USAF) Bird Hazard Warning system by leveraging technological advances and available data (e.g., integration of the BDR and formal wildlife survey data) to boost the long-range safety benefits of the Bird/wildlife Air Strike Hazard (BASH) program and serve as the integrating BAM/AHAS authority for USAF BASH programs, providing support services for the operation of the BAM/AHAS system. It is the current position of our office that there is only one contractor, DeTect, Inc., capable of performing these services due to the capabilities required. Anticipated contract award is on or about 22 March 2021. The PSC is R499. The NAICS is 541690 and the size standard is $16.5M.
Interested businesses may identify their capability in this requirement by submitting a capability statement. Responders must clearly demonstrate in their capability statement that they are able to provide the required services to the BASH program. Documentation submitted shall not exceed 5 pages and shall be submitted electronically.
