The United States Agency for International Development's Mission in Colombia (USAID/Colombia) intends to award a contract modification to Tetra Tech ARD for the continued provision of strategic specialized technical assistance services and support the Government of Colombia's (GOC) Consolidation policy. In doing so, it allows USAID to make crucial contributions to the GOC's efforts in preparing for peace - the primary foreign policy priority for the USG in Colombia.

The modification will provide a 12-month extension of these services at an expected cost of $15.2 million, which does not increase the total estimated cost (TEC) of $114,953,981 for contract no. AID-514-C-11-00002 awarded on April 20, 2011. The additional funds resulted from an unanticipated currency fluctuation. The $15.2 million in funding will be distributed in the following components: Economic Development, Social Infrastructure, Good Governance, Social Development and Cross Cutting.

USAID's CELI / Central mechanism was designed to support the Colombian National Territorial Consolidation Program, which focuses on increasing state presence and legitimacy in contested conflict territories to enable greater citizens' security and licit means of livelihood. USAID's contribution has resulted in significant gains by helping the GOC build democratic citizenship, licit market linkages and improved government performance in a sustainable, replicable manner.

The authority permitting other than Full and Open Competition is AIDAR 706.302-70(b)(5), an award for the continued provision of highly specialized services when award to another source would result in substantial additional costs to the Government or would result in unacceptable delays.

Award of the contract modification is planned for December 15, 2015.
Interested organizations may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract modification based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement
