The Department of Labor, on behalf of the Office of Workers’ Compensation Programs (OWCP) Division of Federal Compensation (DFEC) - San Francisco District Office, intends to negotiate and award a Sole Source, Firm Fixed Price (FFP) Indefinite Delivery / Indefinite Quantity (IDIQ) Contract to QTC Medical Services, Inc. (QTC), 21700 Copley Dr., Suite 200, Diamond Bar, CA 91765-2219, under the authority of FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.”
QTC will provide medical evaluation of workers who submit compensation claims. The critical elements of these services include:
1) The ability to provide adequate and sufficient numbers of qualified “required” physicians/specialists within the metropolitan statistical area of whom do not possess a conflict of interest;
2) The timely delivery of a quality, viable medical report(s);
3) The verification and replication of impairment ratings by a reliable, certifiable and standardized process; and
4) The timeliness of scheduling medical appointments.
As a result, these services ensure the prompt and accurate adjudication of claims.
The North American Industry Classification System (NAICS) Code for this requirement is 621111 with the Size Standard of $12.0 million.
This notice of intent to award a Sole Source contract is not a request for competitive quotes. THERE WILL BE NO SOLICITATION AVAILABLE FOR COMPETITIVE QUOTES. PHONE CALLS WILL NOT BE ACCEPTED.

A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government.
