The Internal Revenue Service (IRS) intends to negotiate a purchase order with TTI/Vanguard on a sole source basis to provide a one year membership to include access for three (3) IRS senior employees to attend five (5) conferences, workshops and field trips per year; all written deliverables and publications to include pre and post conference materials provided by speakers; access to the members only section of the TTI/Vanguard website for an additional forty (40) IRS employees; and access to TTI/Vanguard's private Linkedin Group. TTI/Vanguard is a unique forum for senior level executives to introduce, discuss and evaluate emerging and breakthrough information technologies. TTI/Vanguard is the only known responsible source to provide this type of forum and no other supplies and/or services will satisfy the agencies requirements. The anticipated period of performance for this requirement is February 11, 2013 through February 10, 2014. An award will be made on a sole source basis for the identified products/services under the authority of FAR 6.302-1 and 13.106-1.

All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Written responses to this Notice shall be received by this office no later than 3:00 PM EST on February 08, 2013, and shall include sufficient information to provide evidence of their capability to provide the identified products and services. A DETERMINATION BY THE Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
