This is a “Notice of Intent” to “Sole Source” delivery order 33 under contract HQ0028-06-D-0001, Federal Business Opportunity (FBO) posting number “3164-8325-6452”, for commercial items (television programming) posted in accordance with Office of Federal Procurement Policy Memorandum dated 17 APR 2006, as supplemented with additional information included in this notice. This government requirement, if solicited, would be advertised as an “unrestricted” procurement with provisions and clauses in effect through Federal Acquisition Circular 2005-27 dated 17 SEP 2008. Contractors must be registered with the Central Contractor Registration (CCR) database (http://www.ccr.gov/) at time award is issued and throughout performance. The government intends to award “Sole Source” delivery order 33 to contractor “CBS Studios” under contract HQ0028-06-D-0001 to provide broadcast, transfer, and satellite transmission rights to the following television programming: CLIN 0001: a) C.S.I.: Crime Scene Investigation/24 Episodes (Year 9)/Run Time: 60 minutes/Term: 5 Yrs-10 Runs/Delivery: Satellite, complete 6/30/09; b) Medium/6 Episodes (Year 5/EPS 14-19))/Run Time: 60 minutes/Term: 5 Yrs-10 Runs/Delivery: Out of House Media, complete 6/30/09. Programs must be provided on videotape (BetacamSP or DigiBeta) along with US broadcast/cablecast dates and synopsis for each program. AFN will distribute the programming by encrypted, digitally compressed satellite transmission system (currently Scientific Atlanta's PowerVu Plus (MPEG-2)) and/or by mail to authorized AFN television outlets outside the contiguous United States for their non-commercial distribution/ presentation via television broadcast frequencies, encrypted, digitally compressed satellite transmission, and/or limited closed-circuit distribution systems. This “Notice of Intent” is not a request for competitive offers/quotes/proposals. A determination by the Government to compete this solicitation will be based upon responses to this notice at the sole discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
