THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
The United Stated Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis, IAW FAR 13.5, with SGB Enterprises Inc., 24844 Anza Drive, Unit A, Santa Clarity, CA 91355. SGB Enterprises Inc. SGB Enterprises Inc. (SGB) is the Original Equipment Manufacturer (OEM) for the CAPTE-VCS. They are the only responsible source that can provide the audio network solution between The U.S. Army Aeromedical Research Laboratory (USARRL) 2B38 and The Cockpit Academics Procedural Tool-Enhanced Visual Capable System (CAPTE-VCS) simulators and will be used by USAARL Flight System Branch Laboratory in collaboration with other aviation research programs at USAARL. USAARL currently has two simulation devices that require a Network Audio System to support ongoing experimentation and research.
This acquisition is being conducted under FAR Part 12 Acquisition of Commercial Items. Provisions and clauses in effect through Federal Acquisition Circular 2021-05 are incorporated.
The U.S. Army Aeromedical Research Laboratory (USARRL) intends to procure a firm-fixed-price contract. The request is to purchase audio network design and system hardware integration for two simulator devices that require to support ongoing experimentation and research currently in house. The network audio system will provide voice communication, simulated aircraft system sounds (audio annunciators), and ambient sounds within and between the CAPTE-VCS simulator, the NUH-60 (2B38) simulator, and the Control Facility. Each simulator and the control facility will support ICS and hot mic, radio selection, frequency, and volume control. The CAPTE-VCS hardware and system configuration intellectual property are proprietary to SGB. Access to these proprietary systems functions would be necessary to integrate the Network Audio System into the CAPTE-VCS. SGB’s partner, CATI, Inc. (CATI) has been managing the host code integration for the NUH-60 2B38 research simulator for more than a decade. Only CATI has the immediate capability to integrate the Network Audio System into both the CAPTE-VCS and NUH-60 simulators in the most timely, cost effective manner, and with little or no risk.
The intended procurement will be classified under North American Industry Classification System (NAICS) 336413 with a Small Business Size Standard of 1,250. This notice of intent is not a request for competitive proposals and no solicitation document will be posted for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
