PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, firm-fixed price purchase order with Research Electronics International (REI) (Cookeville, TN) for the purchase of one (1) Orion 2.4 Non-Linear Junction Detector (NLJD). The Orion 2.4 NLJD detects electronic semi-conductor components in walls, floors, ceilings, fixtures, furniture, containers, or other surfaces. This procurement will allow the FBI to safely locate electronic components while performing device install. The specific characteristics of the Orion 2.4 Non-Linear Junction Detector that limit the availability to a sole source are: wide transmit signal (1.25MHz) in the 2.4GHz or 900 MHz frequency ranges, digitally modulated transmit signal and digitally correlated 2nd and 3rd harmonic signals, agile frequency functionality, manual and automatic transmit power control, integrated cable, pulsing technology with digital signal processing, integrated transceiver, antenna, and telescopic pole, lightweight and water resistant design.
Significant market research was conducted through internet searches and conducting a market survey of available contractors for this product. This market research revealed that REI is uniquely qualified to provide these services, because REI is the sole developer, producer, manufacturer, and U.S. distributor of the Orion Line of NLJD. Additionally, REI provides direct technical support and warranty service to the NLJD device.
This notice will be distributed solely through the General Services Administration’s beta.SAM.gov website (www.beta.SAM.gov). Interested parties are responsible for monitoring the beta.SAM.gov site to ensure they have the most up-to-date information about this acquisition. The associated North American Industrial Classification System (NAICS) code for this procurement is 334515 – Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals; the size standard is 750 employees.
The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement by contacting Christina Wheeless via email only at [email protected], no later than 2:00pm (Central) on Friday, September 17, 2021. Responses sent via other means (i.e. via telephone call, facsimile transmission, etc.) will not be considered. Information received will be used solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government.
Vendors must be registered in SAM, effective July 29, 2012, to receive government contracts. The FBI utilizes a financial system that has a direct interface with the SAM. Please ensure that your company’s SAM information is updated and accurate. This includes: TIN, EFT, DUNs, addresses, and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
