This is a notice of intent to award a sole source purchase order and is not a request for competitive proposals under the authority of FAR 6.302-1, Only One Responsible, No Other Supplier or Services Will Satisfy Agency Requirement, 41.U.S.C. 253 (c)(1). The government intends to solicit a quote and enter into a firm fixed price one year purchase order with Diagnostica Stago, Inc., PARSIPPANY, NJ 07054-4607, DUNS# 150587194 for the acquisition of reagents used to analyze all Coagulation and Thrombosis related testing samples for Clinical Center patients. The Department of Laboratory Medicine serves as the clinical laboratory of the National Institutes of Health (NIH), Clinical Center. It provides laboratory support for patient care and research protocols and performs research and training in disciplines of Clinical Pathology. In doing so it provides state-of-the-art laboratory testing in support of Clinical Center patient care and serves as a center of excellence in research and training in laboratory medicine. The Coagulation Hematology laboratory has a need to perform testing in thrombosis related assays. Diagnostica Stago is the only known vendor that can provide kits and reagents that is compatible with and specific for the existing instrumentation validations and requirements for two Coagulation analyzers. The Coagulation analyzers-STA-R- Evolution, performs Prothrombin Time Assay, activated Prothrombin Time Assay, Fibrinogen Assay, Thrombin Time Assay, D-Dimer Assay, Mixing Studies Assays, Kaolin Clotting Time Assay, Factor Assays, Antithrombin III Assay, Alpha 2 Antiplasmin Assay, Protein C Assay, Protein S Assay, Lupus Anticoagulant Assays, Anti Xa Assays, Plasminogen Assay, Plasminogen Activator Inhibitor -1 Assay, Reptilase Assay, von Willebrand Antigen Assay and monitor therapeutic for Direct Thrombin inhibitor. Since only one supplier is known, Diagnostica Stago, to fit the existing instrumentation validations, any other non-compatible supply or service could cause the cancellation of the protocol or delays in completion of the protocol. Small businesses are encouraged to respond to this notice if they are capable to meet the needs of this requirement. Written responses to this notice shall contain sufficient documentation to establish bonafide capability and compatibility to fulfill the requirement. A schedule list is attached to the solicitation for examination if the need can be met. The intended procurement will be classified under North American Industry Classification System Code 423450, with a size standard of 500 employees.
