The Federal Bureau of Investigation (FBI) intends to negotiate a sole-source, fixed-price procurement with Colt Defense LLC, 547 New Park Avenue, West Hartford, CT 06110-1336 under RFQ0221770.  This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov).  Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition.  Colt Defense LLC will provide repair and maintenance parts of Colt .223 caliber carbines manufactured by Colt. Based on market research conducted and contacts made with knowledgeable individuals within the government, and the related industry, it has been determined the FBI's requirement for the referenced Colt .223 parts can only be provided by Colt Defense, LLC.  (1) Standardization: The Colt Defense, Colt pattern, LE Tactical A4 Carbines are built to Colt pattern standards.  The parts provided by Colt Defense are generally Mil-Spec.  Substituting parts made by other manufacturers may result in malfunctions or degraded weapon performance. (2) Logistical Support: The FBI currently maintains a specific parts inventory to support Colt Defense carbines.  These parts are only used with the Colt Defense carbines and are not used on other Colt pattern carbines.  Acquisition of non-Colt Defense parts would require the FBI to create and maintain separate storage for non-Colt Defense parts (at an additional expense), since mixing the parts could result in degraded weapon performance.
