The U.S. Coast Guard, Shore Infrastructure Logistics Center Command Atlantic (SILC), Norfolk, VA intends to award an airport services contract on a sole source basis to St. Petersburg-Clearwater International Airport, Clearwater Florida under the Authority of Federal Acquisition Regulation (FAR) Part 6.302-1. This acquisition will provide the use of airfield runways, taxiways and ramp space for takeoffs, landings and associated support services such as fuel storage, utilities, crash fire and rescue services and security guard services required by the Coast Guard Air Station located in Clearwater, FL. The St. Petersburg-Clearwater International Airport is deemed the only responsible source capable of providing the required services. The proposed acquisition is a follow-on contract to ongoing contract HSCG84-12-N-AA7384, which expires 30 September 2016. This requirement will be solicited as sole source and using the policies contained in FAR Part 12, Acquisition of Commercial items, and the procedures in FAR 13.5, Test Program for Certain Commercial Items. A firm-fixed price type contract will be awarded for a one-year base period starting 1 October 2016 through 30 September 2017 and four one-year option periods, if exercised by the government.
