The Federal Bureau of Investigation (FBI) intends to award a non-competitive, sole source contract to Gerstel Incorporated, 701 Digital Drive, STE J, Linthicum, MD 21090 for a Gas Chromatograph. Services are being procured under FAR 13.5, Simplified Acquisition Procedures.
The FBI performs chemical analysis of explosives and explosive residues of Improvised Explosive Devices (IEDs) from around the world. In order to analyze specimens that are submitted, the FBI requires a Gerstel Gas Chromatograph and Mass Spectrometer. This system will be used to increase sensitivity and capabilities to analyze a wide range of materials, especially components of manufactured and improvised explosives. An instrument that is diverse as the Gerstel Gas Chromatograph-Mass Spectrometer is a key tool in the analysis of peroxide based explosives and volatile components.
The FBI currently owns and uses the Gerstel Instrument which its software and hardware are fully compatible with the Agilent instrumentation owned and used by the FBI. This new Gerstel Instrument will be installed in the new FBI facility located in Huntsville, AL. The new system must be in place with minimal interruption in case analysis, and as it is a prime instrument, it is imperative that a direct replacement be used. This ensures no analytical procedures would need to be modified, no additional training would be necessary and analysis would be consistent throughout the FBI. In addition, the Gerstel system would allow the Huntsville, AL facility to have the same forensic exploitation capabilities that is constant throughout the FBI. The Gerstel system is the only system that will meet the requirements of the FBI.
