PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with Arrowhead Scientific Inc., 11030 Strang Line Road, Lenexa, KS 66215. The Government intends to negotiate with only one source under the authority of FAR 6.302-1.

This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 541990, All other Professional, Scientific, and Technical Services; the size standard is 750 employees.

The FBI requires a RUVIS Capture System to complete the mission critical requirements of the FBI. The RUVIS Capture System enables latent fingerprint examiners to visualize latent prints at Far-UV wavelengths (254nm) invisible to the human eye, using band pass filters and image intensifier tubes. The RUVIS Capture System allows the FBI to capture prints for high priority and immediate cases at anytime. The RUVIS Capture System has been previously validated for by the FBI and can be used with all casework evidence.

The RUVIS Capture System is the only imaging system capable of directly recording Far-UV wavelengths in the 254nm range that meets the technical requirements while supporting a lens system useful for latent print photography. Arrowhead Scientific Inc., is the only distributor for the RUVIS Capture System in the United States.

Based on market research conducted and contacts made with knowledgeable individuals within the government and related industry, it has been determined the FBI's requirement can only be provided by Arrowhead Scientific Inc., as they are the sole distributor of the RUVIS Capture System.

This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by 08:00 am, EST, by Monday, July 22, 2013, by email to the attention of Jerry Varnell, Contract Specialist, at [email protected]. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.

The awardee shall be registered in the Central Contractor's Database (CCR) and also the Online Representations and Certification (ORCA) at http://orca.bpn.gov.
