The Federal Bureau of Investigation (FBI) intends to award a non-competitive, sole source contract to Tecan U.S., Inc., 9401 Globe Center Drive, STE 140, Morrisville, NC 27560 for a Tecan Freedom EVO 150 robotic instrument. Services are being procured under FAR 13.5, Simplified Acquisition Procedures.

The FBI requires a Tecan Freedom EVO 150 robotic instrument for the automated preparation of casework sample extracts for the quantitation of DNA and the automated preparation of short tandem repeat (STR) amplification plates
Research and validation for the automated processing of DNA casework samples for human DNA quantitation and short tandem repeat (STR) amplification have been previously completed by the FBI for the Tecan EVO Freedom 150 robotic system. This robotic instrument will be used in accordance with the FBI's protocols in compliance with the standard of the American Society of Crime Lab Directors/Laboratory Accreditation Board (ASCLD/LAB). Tecan U.S. is the sole manufacturer/provider to the Tecan EVO Freedom 150, therefore is the only company that can meet all the requirements of the FBI.
This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement to this office by 08:00 am, ET, May 17, 2016, by email to the attention of Jerry Varnell, Contracting Officer, at [email protected]. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.
Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM.
