Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The FBI requires a Detonation Calorimeter System for its explosives characterization research effort. The 6790 Detonation Calorimeter manufactured and distribute by Parr Instrument Company is the only instrument capable of meeting the FBI specifications and technical requirements listed below:
6790 Parr Detonation Calorimeter, Static Jacket with floor stand and hoist, 5L bomb, 316SS with reinforcement plates, 6772 calorimetric thermometer, installed pressure transducer, 1758 Printer with Cable and 6795 Dynamic Pressure Recording System (10,000 PSIG).
The detonation calorimeter must utilize reinforced steel, holding jacket.
The detonation calorimeter must have the capability of measuring the heat of combustion and heat of detonation.
The detonation calorimeter must be able to accurately measure the dynamic temperatures and pressures generated by the explosive event.
The detonation calorimeter must be able to accommodate a TNT Equivalent mass of 10 - 20 grams of explosive.
The detonation calorimeter must have the capability of being functioned by a remote initiating system capable of firing exploding bridgewire detonators (EBWs) due to their inherent reliability and safety.
Based on market research conducted and contacts made with knowledgeable individuals within the government and related industry, it has been determined the FBI's requirement can only be provided by Parr Instrument Company as they are the sole developer and distributer of the required calorimeter.
This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement to this office by 08:00 am, EST, April 6, 2015, by email to the attention of Jerry Varnell, Contract Specialist, at [email protected]. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.
Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
