This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516, Analytical Laboratory Instrument Manufacturing; the size standard is 500 employees.
The Federal Bureau of Investigation (FBI) intends to award a non-competitive, sole source contract to Arrowhead Scientific Incorporated, 11030 Strang Line Road, Lenexa, KS 66215 for custom Flare plus Kits. Services are being procured under FAR 13.5, Simplified Acquisition Procedures.
The FBI has a requirement for seven (7) custom alternate light source kits that will be use in the identification of trace evidence to include fibers, fluids, and fingerprints within a hazardous chemical, biological, radiological, nuclear (CBRN) environment. This requirement is essential for the FBI's first responders.
The FBI currently owns and maintains an inventory of the custom-made Flare plus Kits manufactured and sold by Arrowhead Scientific Incorporated. Feature of these kits are customized to meet all of the requirements by the FBI and is currently being used in the field by FBI personnel. Arrowhead Scientific Incorporated has customized these kits to meet the following requirements by the FBI:
• Kit must contain one (1) UV 365 NM Rofin brand light sour head (fits light source battery handle). Light head will emit 365 Nanometers of Ultra Violet light;
• Kit must contain one (1) Blue 450 NM Rofin brand light source head (fits light source battery handle). Light head will emit 450 Nanometers of Blue light;
• Kit must contain one (1) White 400-700 NM Rofin brand light source head (fits light source battery handle). Light head will emit 400-700 Nanometers of White light;
• Kits must contain two (2) Rofin brand light source batteries (light handle). Batteries must be rechargeable and interchangeable with each of the light source heads contain in the kit;
• Kit must contain one (1) Robin brand Desk charging set. The Desk charging kit will recharge the light source batteries using AC current;
• Kit must contain one (1) Rofin brand Car charging set. The Car charging kit will recharge the light source batteries using DC current;
• Kit must contain four (4) Rofin brand Orange Goggles. Goggles will be used to filter blue light source to reveal evidence;
• Kit must contain four (4) Rofin brand Yellow Goggles. Goggles will be used to filter blue light source to reveal evidence;
• Kit must contain one (1) Arrowhead Forensics custom built Mountable Orange Filter Shield with mounting bracket and locking pin. The Arrowhead Forensics custom built Mountable Orange Filter Shield is a 12" x 12" Orange filter shield for use with blue light source, contains a mounting bracket ring and locking pin, specific to fitting on the light source handle of the Rofin Flare Plus light source battery;
• Kit must contain one (1) Arrowhead Forensics custom Velcro Wrap for Filter Shield. The Mountable Orange Filter Shield is custom black in color padded photographic quality wrap with Velcro closures;
• Kit must contain one (1) Arrowhead Forensics Tac-Pac Side Bag System. The Tac-Pac Side Bag System is a Arrowhead Forensics custom photographic quality gear bag with interior compartments and exterior pockets specifically designed for use with the Rofin Flare Plus kit contents.
• Kit must contain one (1) Manual for Rofin Flare Plus Alternate light source.

This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement to this office by 08:00 am, ET, October 20, 2015, by email to the attention of Jerry Varnell, Contract Specialist, at [email protected]. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.
Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
