Notice of Intent.
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Council for Chemical Research , located at 1120 Route 73, Suite 200, Mount Laurel, NJ 08054 to purchase an annual membership with the possibility of 2 additional option periods.
Sole Source justification is based on the following:
The Material Measurement Laboratory (MML) is one of two metrology laboratories within the National Institute of Standards and Technology (NIST). The laboratory supports the NIST mission by serving as the national reference laboratory for measurements in the chemical, biological and material sciences. MML's activities range from fundamental and applied research on the composition, structure and properties of industrial, biological and environmental materials and processes, to the development and dissemination of tools including reference measurement procedures, certified reference materials, critically evaluated data, and best practice guides that help assure measurement quality.
To meet its mission requirements, the MML participates in meetings and events with members of the Council for Chemical Research (CCR). CCR is an organization based in Washington, DC, whose membership represents industry, academia, and government. The Council for Chemical Research was formed in 1979 to promote cooperation in basic research and to encourage high quality education in chemical sciences and engineering. The mission of the Council for Chemical Research is to benefit society by advancing research in chemistry, chemical engineering, and related disciplines through leadership collaboration across discipline, institution and sector boundaries.
The Council for Chemical Research's membership represents most of the U.S. chemical research enterprise, currently comprising more than 200 companies, universities, and government laboratories with a combined R&D budget of more than $7 billion. The Council for Chemical Research is unique in that it is the only organization with a principal focus on the chemical research enterprise and provides a network of individuals who are deeply involved in setting research directions in the US and abroad. The CCR maintains their own records of membership. They do not have third party resellers or representatives and are the only source from whom a membership may be purchased. No other organizations exist which provide membership benefits that are technically comparable to those of the Council for Chemical Research and align with NIST's mission of advancing measurement science.
The resulting purchase order will be a Firm Fixed Price purchase order.
The NAICS Code for this procurement will be 813920- Scientific associations and the small business size standard is $14.0M.
No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 12:00EST August 7th, 2015, will be considered by the Government.
A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement
