This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The Federal Bureau of Investigation (FBI) intends to award a non-competitive, sole source contract to Agilent Technologies, 5301 Stevens Creek Blvd, Santa Clara, CA 95051 for repairs and service of gas chromatographs, mass spectrometers, and electron capture detectors.
The FBI is moving some Agilent Technologies instruments to a new FBI Facility located in Huntsville, AL. Agilent will reinstall and verify standard operation for the instruments, if for some reason the FBI equipment is not functioning as design once it reaches its destination, it is imperative that this equipment be repair immediately.
This will be a one-time contract that only covers the FBI owned Agilent Technologies equipment that is being moved to Huntsville, Alabama for re-installments, repairs, and calibrations.
Agilent Technologies is the only vendor that can meet all of the FBI requirements listed below:
Requirement 1: Vendor will reinstall and verify standard operation for the systems listed below located at Huntsville, AL:

Requirement 2: Vendor must be able to provide the necessary paperwork for the ECD transfer.
Requirement 3: Vendor must supply an additional labor for service engineers to provide additional support services (24 labor hours).
Requirement 4: (CRITICAL) - Vendor must be an Agilent partner or have an agreement with Agilent that any re-installments, repairs, or calibrations WILL NOT void any current maintenance agreement/Warranties with Agilent Technologies.
Agilent Technologies is the sole patent holder and the only provider of the equipment being moved to Huntsville, AL. Only Agilent Technologies can provide the re-installments, repairs, and calibrations needed for these instruments that will not void the FBI's current maintenance agreement/Warranties with Agilent Technologies.
Based on market research conducted and contacts made with knowledgeable individuals within the government and related industry, it has been determined the FBI's requirement can only be provided by Agilent Technologies.
This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement to this office by 11:00 am, EST, August 10, 2015, by email to the attention of Jerry Varnell, Contract Specialist, at [email protected]. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.
Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM.
