NOTICE OF INTENT TO AWARD A SOLE- SOURCE FOLLOW-ON CONTRACT

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

This is a notice of intent to award a sole source Flexseal Follow-on contract under the statutory authority of 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1 (a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements. This authority will be supported by a sole source Justification & Approval (J&A) which will be posted separately to FedBizOpps.

The Government has conducted extensive market research leading up to development of its acquisition strategy. A FedBizOpps posting of a Sources Sought Synopsis (SSS), Reference Number FA8818-11-R-0001, posted 16 December 2009, resulted in two responses. The industry responses have identified two potential contractors. However, additional research has shown that only one source is currently qualified for this type of work. As such, a sole source solicitation will be released upon approval of the Justification & Approval (J&A) document for a sole source acquisition.

This sole source follow-on contract will allow Aerojet GenCorp to continue to provide an end product and mission support for the Flexseal retrofit. The current contractual vehicle for these critical requirements expired 30 September 2011. This sole source action will result in a Firm-Fixed-Price contract with an estimated contract value of $49M and an estimated award date on or before 31 May 2012.

This announcement constitutes the notice for the sole source Flexseal follow-on effort.

As stated previously, a sole source award is expected for the follow-on effort and the solicitation for this requirement is expected to be released in the first quarter of 2012. Notices regarding that acquisition will be posted to FedBizOpps.
