New York City Economic Development Corporation (“NYCEDC”), acting on behalf of the City of New York (the “City” or “NYC”), is pleased to release this request for proposals (“RFP”) seeking proposals (collectively, “Proposals”, and, each a “Proposal”) from qualified parties (collectively, “Respondents”, and, each a “Respondent”) for the long-term lease and development of an approximately eight-acre parcel of partially-improved, prime waterfront land located at 155 Richmond Terrace, Staten Island Tax Block 2, Lots 22 and 9018 in New York City (the “Site”). The Site is owned by the City and located on the St. George waterfront of Staten Island’s North Shore. This RFP follows the recent release of the Staten Island North Shore Action Plan (“Action Plan”) by NYCEDC in September 2023. The Action Plan aims to refocus efforts on the next phase of development throughout the North Shore, including the creation of over 2,000 new homes on City-owned sites and a $400 million public investment towards completing the two-mile waterfront esplanade, spanning from St. George to Stapleton. Through this RFP, NYCEDC is seeking Proposals that deliver a premier recreational destination for the region with entertainment, amusement, and retail uses along with over seven acres of public open space (the “Project”). All Proposals will be evaluated, however, Proposals that substantially comply with the 2015 Special Permit are preferred. NYCEDC plans to select a developer for the Site based on factors stated in the RFP, which include, but are not limited to, responsiveness to the Project Goals and Development Program of the RFP, financial feasibility of the Project, the Respondent’s qualifications and experience, and the economic impact of the Project, including the generation of increased commercial and economic activity along the North Shore. It is the policy of NYCEDC to comply with all federal, state and City laws and regulations which prohibit unlawful discrimination because of race, creed, color, national origin, sex, age, disability, marital status and other protected category and to take affirmative action in working with contracting parties to ensure certified Minority and Women-owned Business Enterprises (“MWBEs”) share in the economic opportunities generated by NYCEDC’s projects and initiatives. This Project has Minority and Women Owned Business Enterprise (“M/WBE”) participation goals, and all respondents will be required to submit an M/WBE Participation Proposal with their response.
