The Army Contracting Command - Redstone Arsenal (ACC-RSA) under the authority of the Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, and Federal Acquisition Regulations (FAR) 6.302-1 entitled, quote mark Only one responsible source and no other supplies or services will satisfy agency requirements quote mark, as supplemented with additional information included in this notice, this announcement constitutes the only solicitation; any offers will be considered; however, it is the Government's intent to award a sole-source purchase order to Optus, Inc.

In accordance with FAR 6.302-1, the Government intends to award a sole source contract for delivery to provide the PEO Missile and Space with Nortel Hardware and Software Maintenance Services for 4 months.

Materials List for Nortel Hardware will include 24x7maintenance on all PBXs Components, Alarm Monitoring. Remote NOC Support, response support within 2 hours on major troubles as deemed by PEO MSLS, Advance Replacement on up to 1000 Digital Sets, included in this price is CallPilot, NRS,Signa1ing Servers, 5530 Data Gear, and Crash Kit of Vital Hardware.
The requirement to purchase Nortel Telephonic Hardware Maintenance is to insure that the same maintenance coverage currently in place continues insuring that the current hardware configuration stays compatible with current hardware.

This Telephonic Hardware Maintenance elevates administrator productivity and resource utilization and become more strategic, more productive, manage more environments while continuing to keep the aging system working while waiting to install the new hardware that is replacing the current infrastructure increasing. Therefore, due to the criticality and urgency of our procurement the procurement must not require revalidation prior to use or a change in PEO MSLS.


The following provisions apply to this acquisition:


52.212-1, Instructions to Offerors - Commercial.
The offeror must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. 52.212-4, Contract Terms and Conditions -- Commercial Items.
52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items.
252.232-7003 Electronic Submission of Payment Requests and Receiving Reports.
252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items.

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: Technical capability and price. Award will be made to the lowest price technically acceptable offer.

This solicitation is issued as a Request for Quote (RFQ). In accordance with FAR 5.207, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
